I have excelled in providing technical and strategic leadership to diversified DG programs in 20 nascent and mature democracies (Balkans, Central
and NE Asia, Eastern Europe, US). I have developed a number of tools and program materials to promote greater citizen participation and
engagement, particularly with local governments. I have analyzed policies and developed program materials for governance, economic growth and
local participation. In this capacity, I have received awards from the Republic of Albania, the Mongolian Press Institute, and several local
governments in Mongolia. I am featured in Working for Change, Making a Career in International Public Service, by Derick W. Brinkerhoff and Jennifer
M. Brinkerhoff.
I have recruited, mentored, and promoted international and local staff and program partners, and fostered public-private partnerships for economic
growth and improved governance to achieve local and regional goals. Furthermore, I have guided NGO and local government capacity-building
activities, e.g. participatory planning, organizational development, strategic communications, financial accountability, stakeholder analyses, policy
analysis and formulation.
